Court clerk Arthur Morrell and Landrieu CAO Andy Kopplin square off before City Council committee
The battle between the clerk of Orleans Parish Criminal Court and the Landrieu administration over the clerk's 2013 budget was fought before a City Council committee meeting Wednesday.
Criminal Court Clerk Arthur Morrell complained he's not getting enough money from the administration to run his office.
The city's CAO, Andy Kopplin, explained to Council members why he decided not to allow Morrell to fill positions that Morrell says are needed.
"Because he was consistently over his appropriation from the city, I stopped approving the addition of personnel because that was furthering his budget deficit," Kopplin said.
But Morrell contended his office is not an agency of the city and therefore not under the authority of the city. He says he's a state-elected official and has to answer to the Legislature about how he runs his office.
Morrell also denied that he asked a section of Criminal Court to shut down, that errors were made in a press release issued on his behalf.
"There was a press release that was given, and the person who let it out made some corrections which were wrong. And that person no longer is taking care of any of my press releases," Morrell stated.
Morrell said he has fired the public relations firm of Katz and Columbus.
